Concerning the division of funds directed to the Kollel system in Eretz Israel.
Located outside of the Pale of Settlement, Jews began to settle in Orel in the mid 19th century. The community was formally approved in 1876, and was granted permission to establish a synagogue and contract a government-appointed rabbi. Twenty years later, the Jewish population of Orel numbered 1,800, many of them involved in the grain trade via the newly constructed railways leading to Rostov.
